Open the closet door of a struggling organization and all those unread training documents will come pouring out. If a department or individual is not living up to the expectations of their function, bad training is usually the culprit. Even if the training booklets are beautifully written and hand-crafted from Himalayan tree pulp, it does no good if nobody reads them.

Ultimately, the boss takes responsibility for creating the process, testing the process, documenting the process, training the process and incentivizing the process.
